Creation of poles started in 2004 based on international experiences, on French first of all. Hungary’s National Development Policy Concept and National Territory Development Concept, accepted in December 2005, selected eight towns: Budapest, Debrecen, Győr, Miskolc, Pécs, Szeged, Székesfehérvár and Veszprém to create development poles.
A development (competitiveness, growth) pole, within a well-defined geographical territory, incorporates all those companies, public and private, education and research centres that cluster around a common innovative project and commit themselves to entering into a partnership for higher effectiveness.
The partnership forms between a technical-academic field and its related market. This partnership can generate the critical mass of the pole necessary for competitiveness and international appearance.
The selected towns were requested to determine the knowledge-based economy development priorities for their own significant, competitive industries. The Municipality of Szeged County established the Szeged Development Pole Kht. in December 2005, which turned into a non-profit Ltd. in 2007, to perform the operative tasks of the pole programme, to prepare planning and manage the programmes.
Under the coordination of the local municipality, the Szeged Pole Development Non-profit Ltd. has been working out the “SZEGED BIOPOLISZ Development Pole Programme” in close collaboration with the University of Szeged and the research institutes.
